TENTH AMENDMENT

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people."

This amendment makes clear - if the Constitution doesn't give the power to the federal government, or specifically keep it from the states, that power is exercised on the state and local level.
